ABOUT THE ROLE
The Human Resources and Operations Administrator (Manager) is a goal-setting and outcome-driven professional who collaborates closely with the COO to ensure smooth, well-designed, and executed day-to-day human resources activities and business operations. This role manages essential administrative and HR responsibilities, including employee hiring and separation processes, payroll and benefits administration, compliance reporting, personnel file and records management, and vendor management. The Administrator is also a key driver in strengthening internal systems, improving operational workflows, and fostering organized and responsive operational systems. This position works closely with people managers, and HR, facilities, and finance staff.
The ideal candidate is proactive, highly organized, and thrives in a fast-paced environment. They design and communicate effective processes—without getting bogged down by them. KEY RESPONSIBILITIES
Payroll and Benefits Management
- Process semi-monthly/bi-weekly/off-cycle payroll for all employees, ensuring accuracy and timeliness
- Maximize the use and features of our payroll system to support alignment between our policies, budgets, and people management
- Maintain and update employee records related to payroll and benefits
- Administer employee benefits programs, including health insurance, retirement plans, and other company-sponsored benefits
- Troubleshoot issues or improvements related to payroll and benefits platform
- Serve as the primary contact for employee inquiries regarding payroll, unemployment, and benefits
- Ensure compliance with federal, state, and local payroll and tax regulations and deadlines
- Collaborate with Human Resources and Finance teams to ensure seamless integration of payroll and benefits processes
- Conduct audits of payroll and benefits records to ensure data integrity
- Assist in the onboarding and offboarding process by managing benefits enrollment and final payroll processes
- Stay current with changes in payroll laws and regulations and recommend updates to company policies as needed
- Facilitate clear and effective internal communications regarding payroll and benefits, including coordination of benefits calendar and staff orientation
- Participate in annual budgeting, supporting the organized compilation and calculation of compensation and benefits calculations
- Manage the portfolio of contracts related to payroll, benefits, and state and federal employee taxes
- Serve as the main liaison for all extended leave (short-term disability, FAMLI)
Employee Hiring and Off Boarding
- Coordinate with hiring managers to draft and prepare job descriptions and hiring calendar for job postings
- Manage timely job posting, resume screenings, applicant and candidate communication, and interview scheduling in coordination with hiring manager
- Partner with HR team to train and prepare managers for effecting hiring and interview processes, ensuring alignment with legal, equitable, and fair hiring practices
- Support hiring managers with initial phone screening and preparation of interview tools and criteria
- Conduct reference checks and verify employment or credentials
- Prepare job offer letters, ensuring alignment with compensation bands, practices, policies and employment laws
- Support orientation and onboarding handoff, ensuring seamless transition from candidate to new hire status
- Maintain organized and compliant employee files
- Maintain strict discretion and confidentiality regarding sensitive staff information, including matters related to hiring, leaves of absence, separation, discipline, compensation, performance, and other personnel issues
- Conduct employee exit interviews in coordination with other HR staff
- Support other people experience activities, as needed
- Support orientation and onboarding handoff
Operations and Administrative Systems
- Develop and track measurable goals and quarterly benchmarks related to areas of work
- Develop and update strong documentation practices for processes and protocols to ensure continuity, transparency, and ease of reference for staff and leadership
- Support the COO on strategic projects and cross-functional initiatives that strengthen organizational infrastructure—including but not limited to: change management efforts, pay equity and compensation audits, employee relations, SharePoint/Teams files organization, administrative systems, employee handbook updates, benefits enhancements, and HR calendars
- Collaborate closely with the Facilities Manager, Employee Experience Manager, and Finance team to ensure alignment of budgets, calendars, systems, and platforms across operations, technology, facilities, HR, and finance functions
- Coordinate and deliver timely, accessible training for staff on key HR systems and other organizational processes, ensuring smooth adoption and continued usability
- Serve as a problem-solving partner to staff, providing guidance and practical support on administrative and HR matters, with a focus on consistency, clarity, compliance, and equity
- Help identify, design, and implement process improvements that enhance efficiency, accessibility, and user experience across operational and administrative systems
Job requirements
To be successful in this role:
Training and onboarding will be provided for the HR and Operations Administrator, and SHRM certification IS NOT required. They will bring the following skills, abilities, and experience:
- At least four years of progressively responsible experience in one or more of the following: operations, human resources support and systems, vendor/contract management, office administration, employee relations
- Effectively manage accountability tools, including organized work plans and project management tools, and communicate change in projects and scope in a timely manner to team partners
- Strong organizational and time and project management skills, with a willingness to adopt new tools and improve workflows
- Clear, respectful, and ethical communication skills, especially in support of culturally and linguistically diverse staff
- Demonstrated commitment to confidentiality, equity, and inclusive practices in all HR and operations functions
- A grounded, solutions-oriented demeanor—and ideally a sense of humor and caring candor—when navigating deadlines and high-pressure moments
- Enthusiasm for building and maintaining efficient, people-centered systems that strengthen a supportive and high-performing workplace
- Comfort with offering thoughtful, specific feedback—and receiving and integrating feedback as part of continuous growth and performance management
- Self-awareness and able to dig into systems, roles, and experiences to learn and grow personally and professionally within an IDEA framework (Inclusivity, Diversity, Equity and Access)
- Proficiency in Microsoft Office; familiarity with Asana and Salesforce preferred

IMPORTANT DETAILS
- POSITION TITLE: HR and Operations Administrator
- REPORTING TO: Chief Operations Officer
- COMPENSATION: $57,000-$72,000 full-time, exempt, annual salary
- SCHEDULE: Metro Caring currently operates on a four-day, 32-hour work week for full-time staff, with Fridays off. Work will take place at the office between typical office hours. Onboarding and training will be conducted in the office, with the position initially requiring full-time, in-office work. As the employee becomes acclimated to their role and workflow, a hybrid schedule may be considered.
